{"id":681,"date":"2023-03-09T12:41:04","date_gmt":"2023-03-09T12:41:04","guid":{"rendered":"https:\/\/peragodevelopment.co.uk\/cyd-dev\/?p=192"},"modified":"2023-07-18T08:01:28","modified_gmt":"2023-07-18T07:01:28","slug":"public-procurements-vital-role-if-we-are-to-reach-net-zero-by-2030","status":"publish","type":"post","link":"https:\/\/peragodevelopment.co.uk\/cyd-dev\/public-procurements-vital-role-if-we-are-to-reach-net-zero-by-2030\/","title":{"rendered":"Public procurement\u2019s vital role if we are to reach net zero by 2030"},"content":{"rendered":"<p>Before I started working on the Cyd (the new procurement centre of excellence for Wales) alpha project, I didn\u2019t quite appreciate the enormous difference procurement teams across Wales could do to help us reach net zero by 2030.<\/p>\n<p><strong>The role of procurement in reaching net zero<\/strong><\/p>\n<p>I was in a procurement conference arranged by Welsh Government in north Wales recently, discussing the role of procurement to reach net zero. It was a brilliantly organised event with an interesting line-up of speakers.<\/p>\n<p>The two that stood out for me were Karen Bellis from Denbighshire County Council and the Crown Commercial Service (CCS).<\/p>\n<p>Karen was an inspiration, and you could tell from her \u2018can do\u2019 attitude that she\u2019ll drive a real difference within the council.\u00a0 Having led the creation of the council\u2019s <a href=\"https:\/\/www.google.com\/url?sa=t&amp;rct=j&amp;q=&amp;esrc=s&amp;source=web&amp;cd=&amp;cad=rja&amp;uact=8&amp;ved=2ahUKEwj18uzSl4H9AhWEQEEAHSfIAEoQFnoECAoQAQ&amp;url=https%3A%2F%2Fmoderngov.denbighshire.gov.uk%2Fdocuments%2Fs39543%2FCommunities%2520Benefits%2520Policy%2520221020%2520-%2520App%25202.pdf%3FLLL%3D0&amp;usg=AOvVaw39LFeGQre2uKm8G015AiAa\">\u2019Community Benefit Policy\u2019<\/a>, she has ensured that community benefits are considered on all works contracts worth more than \u00a3100k and goods\/services contracts worth more than \u00a325k.<\/p>\n<p>She had great examples of community housing that was built to the highest green spec and an old council building that was re-purposed as retirement flats.\u00a0\u00a0 And in both examples, the council was supporting the local economy with a high percentage of local tradespeople and locally sourced supplies used.<\/p>\n<p>In their session, the Crown Commercial Service discussed the UK Government\u2019s Procurement Policy Note (PPN) 06\/21 \u2018Taking account of Carbon Reduction Plans in the procurement of major government contracts\u2019 and especially, the <a href=\"https:\/\/assets.publishing.service.gov.uk\/government\/uploads\/system\/uploads\/attachment_data\/file\/1053009\/PPN-0621-Carbon-Reduction-Plan-Template-Jan22.odt\">Carbon Reduction Plan template<\/a> that any supplier bidding for work over \u00a35 million must complete, and pass, to bid for work.<\/p>\n<p>We heard of the panic amongst suppliers when they it was first introduced, but by offering regular training sessions and guidance, they had now generally been accepted.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Introducing Cyd<\/strong><\/p>\n<p>And then after lunch, we had a session to discuss Cyd \u2013 the proposed centre of excellence \u2013 testing service ideas with the attendees.<\/p>\n<p>We wanted their opinion on the three service ideas prioritised by our testing group that we will be taking forward and developing, and they were:<\/p>\n<ul>\n<li>Create \/ curate training materials related to different stages of the procurement\/ commercial lifecycle<\/li>\n<li>Create \/ curate case studies using a consistent format to gather and share insights and lessons learned<\/li>\n<li>Work with the community to develop a consistent approach for estimating (pre-procurement), capturing and reporting (through contract management) on carbon emission data in a meaningful way.<\/li>\n<\/ul>\n<p>The three elements are inter-connected, and are complementary to work underway or planned within the Welsh Government\u2019s digital action plan for procurement.<\/p>\n<p>All the relevant training, case studies, and carbon assessing tools or guidance would be available at the relevant stage within the planner \u2013 with flagship councils or organisations featured and celebrated.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Feedback and insight<\/strong><\/p>\n<p>We split into break-out groups and had lively discussions on examples of good practice, the format in which they would like to see the services, and what should be offered in the long term.<\/p>\n<p>And the result was loads of insight, ideas and aspirations scribbled on 128 colourful post-it notes that will be priceless to us as we move forward to develop these services further.<\/p>\n<p>There is a pledge in Wales that we will be net zero by 2030 \u2013 for that to happen, we all need to have the \u2018can-do\u2019 attitude that we saw at the conference in north Wales.<\/p>\n<p>With the community holding
