{"id":676,"date":"2023-02-16T07:46:31","date_gmt":"2023-02-16T07:46:31","guid":{"rendered":"https:\/\/peragodevelopment.co.uk\/cyd-dev\/?p=54"},"modified":"2023-07-18T08:07:50","modified_gmt":"2023-07-18T07:07:50","slug":"shaping-the-procurement-profession-for-future-generations","status":"publish","type":"post","link":"https:\/\/peragodevelopment.co.uk\/cyd-dev\/shaping-the-procurement-profession-for-future-generations\/","title":{"rendered":"Shaping the procurement profession for future generations"},"content":{"rendered":"<p>In this second blogpost from our series about procurement, Warren, a member of our delivery team, provides an update on how the \u2018Procurement Centre of Excellence\u2019 is developing.<\/p>\n<p>In our first guest blog post <a href=\"https:\/\/digitalanddata.blog.gov.wales\/2022\/12\/09\/bringing-wales-commercial-and-procurement-communities-together\/\">Bringing Wales\u2019 commercial and procurement communities together<\/a>, Victoria talked about the \u2018Procurement Centre of Excellence\u2019 alpha project and the aims of this project stage.<\/p>\n<p>\u2018We\u2019re working with commercial and procurement practitioners, across existing Welsh public sector communities, to co-design the most promising ideas for developing services that were identified during the initial discovery phase of the project.\u2019<\/p>\n<h2 class=\"wp-block-heading\"><strong>Collaboration, communication and capability<\/strong><\/h2>\n<p><a href=\"https:\/\/www.gov.wales\/digital-strategy-wales\">The Digital Strategy for Wales<\/a> sets out how public sector procurement has a real opportunity to support and grow Welsh businesses and digital skills.<\/p>\n<p>We want to reimagine the procurement profession and its role in creating better outcomes for current and future generations.<\/p>\n<p>In this project we\u2019ll be looking at how we can support both communities and practices, bringing the two together to improve procurement delivery in Wales.<\/p>\n<h2 class=\"wp-block-heading\"><strong>The short and winding road to 2030<\/strong><\/h2>\n<p>In its policy insights \u2018<a href=\"https:\/\/www.oecd.org\/wise\/The-short-and-winding-road-to-2030-Policy-Insights-September-2022.pdf\">The Short and Winding Road to 2030: Measuring Distance to the Sustainable Development Goals (SDG) Targets<\/a>\u2019 the Organisation for Economic Cooperation and Development (OECD) states:<\/p>\n<blockquote class=\"wp-block-quote\"><p>\u201cImplementing the [sustainable development goals] as an integrated and coherent set represents a major challenge for all countries. Addressing interactions between economic, social and environmental goals in a balanced manner, while avoiding negative effects on the well-being of people here and now, elsewhere and later, is among the most significant challenges to implementing the <a>SDGs.\u201d<\/a><\/p><\/blockquote>\n<p>In Wales, the <a href=\"https:\/\/www.gov.wales\/well-being-future-generations-wales-act-2015-guidance\">Well-being of Future Generations Act<\/a> positions us as a global leader in legislating to improve the environment, economy, society and culture for the people of Wales and for the planet, now and for the future.<\/p>\n<p>Likewise, the <a href=\"https:\/\/www.gov.wales\/sites\/default\/files\/publications\/2021-07\/a-route-map-for-decarbonisation-across-the-welsh-public-sector.pdf\">Net zero carbon status by 2030: A route map for decarbonisation across the Welsh public sector<\/a> provides a strategic framework to help assess what\u2019s in place and what\u2019s needed to get to meet our public sector targets, and to monitor progress over time.<\/p>\n<p>Procurement is one of four priority areas for action in the route map. The goals for procurement for the 2022 to 2026 phase that are key to our work include:<\/p>\n<ul>\n<li>development of guidance, tools and training for procurement professionals to support the reduction of carbon throughout the commercial lifecycle; and,<\/li>\n<li>targeted support and skills development within the supply chain to increase the proportion of Welsh suppliers who can deliver the required goods and services and are, therefore, eligible for contracts.<\/li>\n<\/ul>\n<h2 class=\"wp-block-heading\"><strong>The opportunity for community and practice<\/strong><\/h2>\n<p>Between April 2023 and March 2024, the UK public sector commercial landscape will change once the <a href=\"https:\/\/bills.parliament.uk\/Bills\/3159\">Procurement Bill<\/a> receives Royal Assent. Even more so the case in Wales when the <a href=\"https:\/\/www.gov.wales\/social-partnership-and-public-procurement-wales-bill\">Social Partnership and Public Procurement (Wales) Bill<\/a> is implemented.<\/p>\n<p>These changes present a rare opportunity for commercial and procurement to be reimagined, providing the community and practice embraces the art of the possible in its fullest sense.<\/p>\n<p>The Cabinet Office\u2019s <a href=\"https:\/\/www.gov.uk\/government\/collections\/transforming-public-procurement\">Transforming Public Procurement<\/a> team is taking this \u00a0approach to implement the new legislation at scale \u2013 communities of practice will support formal learning and development, where practitioners can share, discuss and reflect on best practice, challenges, and opportunities.<\/p>\n<p>This approach was influenced by the Crown Commercial Service <a href=\"https:\/\/www.gov.uk\/service-manual\/communities\/digital-buying-community\">buying digital community<\/a>, set up in 2018 to form part of the <a href=\"https:\/\/www.gov.uk\/service-manual\/communities\">diverse range of service communities<\/a>. The buying digital community was successful because of:<\/p>\n<ul>\n<li>unwavering leadership and support;<\/li>\n<li>the active contributions of a wide range of practitioners willing to openly and honestly share their diverse perspectives; and,<\/li>\n<li>the visibility of this community\u2019s activities.<\/li>\n<\/ul>\n<p>Such approaches aren\u2019t unique to the UK; the OECD\u2019s Public Governance Review <a href=\"https:\/\/www.oecd-ilibrary.org\/governance\/system-change-in-slovenia_b050ef2f-en\">System Change in Slovenia: Making Public Procurement More Effective<\/a> (2020) explains that the highest priority was the need for procurement communities of practice and other networks, both formal and informal, to facilitate the exchange of knowledge.<\/p>\n<h2 class=\"wp-block-heading\"><strong>Join our testing team<\/strong><\/h2>\n<p>The procurement communities and practice in Wales are at the heart of our work and we need procurement and commercial professionals to get involved.<\/p>\n<p>We\u2019ve created a testing team, a group from across the procurement communities in Wales, to help shape the services that will support this new approach. We\u2019re keen to get as many people as possible involved.
